Federal PBM Reforms: Passed!

Liviniti CEO LeAnn Boyd Advocates for Reform at Transparency-Rx Press Conference

During a January 29 virtual press conference, Liviniti CEO LeAnn Boyd added her voice to the national discussion of federal PBM reforms. Hosted by Transparency-Rx, the event included CEOs and other PBM industry professionals who advocated for bipartisan federal actions that were under consideration in the nation’s spending bill – actions that were ultimately signed into law just days later.

Noting Liviniti’s long-term experience and success with a fully transparent PBM pricing model, LeAnn said, “Transparency brings clarity to the economics, and it leads to better informed decisions. When pricing is clear, plan sponsors can design smarter benefits.”

On February 3, the proposed PBM reforms were signed into law as part of the Consolidated Appropriations Act, 2026. They include key provisions aimed at increasing transparency, reforming business practices and lowering drug costs.

The Transparency-Rx bipartisan coalition, of which Liviniti is a founder and anchor partner, acknowledged this forward movement, stating, “Transparency‑Rx applauds the passage of meaningful pharmacy benefit manager (PBM) reforms, signed into law by President Trump, that represent a breakthrough in bringing long‑overdue clarity and accountability to the healthcare system. This law is a game‑changer and a critical first step toward restoring a market where competition is driven by value and transparency, not opacity.”

During the press conference, LeAnn emphasized the importance of PBM reform and how meaningful the impact would be on patients, pharmacists and plan sponsors. Liviniti was founded as a transparent, clinically focused PBM with the belief that this model would work better and the results over the years have proven that to be true.
